The constitutional rule Article 47 of the 2011 Constitution provides that the King appoints the Head of Government from the political party that came first in the election of the House of Representatives, on the basis of its results, and then appoints the other members of the Government on the Head of Government’s proposal .
The steps - Final results are announced by the Ministry of the Interior, and disputes are settled by the Constitutional Court . - Royal appointment of the Head of Government from the winning party. - Consultations to build a majority of at least 198 of the 395 members. - Appointment of ministers on the Head of Government’s proposal. - Parliamentary investiture: the Government presents its programme to Parliament and takes office once it wins the confidence of an absolute majority of the House (Article 88) .
Precedents Article 47 was first applied in November 2011, when Abdelilah Benkirane was appointed four days after the vote . In 2016 he was reappointed, but talks stalled for six months; the King dismissed him in March 2017 and appointed Saadeddine Othmani from the same party, respecting the letter of Article 47 . In 2021 Aziz Akhannouch was appointed after his party came first .
2026 After the PAM’s victory, El Mansouri said her party "respects the King’s decisions" and that there were "no red lines in alliances" . On 29 September 2026, six days after the vote, the King appointed Fatima Ezzahra El Mansouri, coordinator of the PAM's collective leadership, Head of Government and asked her to form the cabinet — the first woman to hold the post .
