The 21 August 1970 election came weeks after a referendum on a new constitution that strengthened the King's powers. The system was mixed: 90 members elected directly, 90 by local councils and 60 by professional bodies .

Istiqlal and the UNFP boycotted the vote as the National Bloc, so the overwhelming majority of seats (159 of 240) went to "independent" candidates close to the administration, while the Popular Movement won 60 .

This parliament did not last either: the 1971 and 1972 coup attempts marked the period, and a new constitution was adopted in 1972 .
