The 3 June 1977 election opened what was called the "democratic process" following national consensus on the Sahara question. The House had 176 directly elected members, 48 chosen by local councils and 40 by professional bodies; turnout was 82.36% .
"Independent" candidates won 141 seats, Istiqlal came second with 51 and the Popular Movement third with 44, while the USFP — in its first election under that name — won 15 .
Political impact The independent MPs around Prime Minister Ahmed Osman organised themselves as the National Rally of Independents in October 1978, a model of the "party born from the parliamentary majority" that would recur .
