After the 1996 Constitution, the House of Representatives (325 seats) became entirely directly elected. The election took place on 14 November 1997 with 58.30% turnout .
The USFP came first with 57 seats and 13.87% of the vote, followed by the Constitutional Union (50), the RNI (46) and the Popular Movement (40), while Istiqlal won 32 seats despite coming second in votes (13.19%) .
The consensual Alternance In February 1998 King Hassan II appointed Abderrahmane Youssoufi, First Secretary of the USFP and a historic opposition figure, as Prime Minister — the first time a leader of the left-wing opposition headed the Government . The Popular Democratic and Constitutional Movement, the nucleus of the PJD, also entered Parliament with nine seats.
