What did the government promise? In October 2021 Aziz Akhannouch presented a programme with numeric commitments: at least one million net jobs, a women's activity rate above 30%, 4% growth, and comprehensive social protection .
Economy and jobs Average growth over the term stayed below the 4% target , and unemployment rose from 12.3% in 2021 to 13.3% in 2024 before easing to 13% in 2025 . By 2025 net job creation stood at about 94,000, while women's activity fell to around 19% . 2022 and 2023 also saw the highest inflation in decades (6.7% and 6.1%) .
What was delivered Mandatory health insurance was generalised in December 2022, moving some 11 million RAMED beneficiaries into a unified scheme, and direct social aid was launched in December 2023 . The budget balance improved from −5.5% of GDP in 2021 to −3.8% in 2024, and Treasury debt fell to 67.7% .
Street impact The term saw a long teachers' strike in autumn 2023 that ended with a MAD 1,500 pay rise , then the "GenZ 212" protests of September–October 2025 demanding better health, education and action on corruption, which left three dead and more than 2,400 arrested . In the 2026 election the Head of Government's party lost 36 seats .
Bottom line The government delivered the social-protection project and improved public finances, but missed its three headline numeric commitments (jobs, women's activity, growth) amid drought and imported inflation, and the term ended with large youth protests.
