A four-party majority with 207 seats: who governs and who opposes in the new parliament?
A majority of PAM, Istiqlal, the USFP and the PPS was announced on 12 October 2026. The RNI, the PJD and the Popular Movement are in opposition, while the Constitutional Union chose critical support. The cabinet itself has not been appointed yet.
What happened?
On Monday 12 October 2026 it was announced that the new government majority will consist of four parties: the Authenticity and Modernity Party (PAM), Istiqlal, the Socialist Union of Popular Forces (USFP) and the Party of Progress and Socialism (PPS) . The announcement came from Head of Government-designate Fatima Ezzahra El Mansouri, two weeks after her appointment on 29 September .
According to the official announcement, the four parties will propose their ministerial candidates and the government programme will be prepared "as soon as possible" .
How many seats does the majority hold?
On the final results of the 23 September 2026 election, the four parties hold 207 of 395 seats :
- PAM: 97
- Istiqlal: 65
- USFP: 26
- PPS: 19
The absolute majority of the House is 198 seats, so the new majority has a margin of only 9. That matters because a government takes office only after the House approves its programme by an absolute majority.
Who is in opposition?
- National Rally of Independents, RNI (66 seats): its president Mohamed Chaouki announced on 13 October that the party would go into opposition, after its National Council had authorised him on 3 October to negotiate joining . The party that led the government for five years thus moves to the opposition benches.
- Justice and Development Party, PJD (54 seats): its National Council decided unanimously on 26 September, at an extraordinary session in Bouznika, to sit in opposition .
- Popular Movement (29 seats): its group in the House announced on 14 October that it would sit in opposition; the party leadership had issued no separate statement by then .
A middle position: critical support
The Constitutional Union (17 seats), in a decision of its political bureau on 9 October, chose "critical support" for the incoming government without joining it, keeping its independence . It may vote for some bills and against others.
What comes next?
1. The Head of Government proposes the cabinet members to the King, who appoints them.
2. The Head of Government presents the government programme to Parliament.
3. The House votes on the programme; the government takes office once it wins the confidence of an absolute majority of members.
What we do not know yet
- The list of ministers and the split of portfolios: no decree or official list had been published by 16 October 2026. Figures and names circulating in the press are unconfirmed, so we do not publish them.
- When the government programme will be presented and voted on.
- The positions of the other small parties (22 seats in total), for which we found no explicit announcement.
